Default Gas wont fill, pours out of filler neck.

Just bought this 08 Impreza last week, needed head gaskets. Replaced headgaskets, not overheating anymore but I tried filling gas up yesterday and the pump stopped, then I noticed there was gas overflowing out of the tube. It's definitely not full because the gas lights on and guage reads E. I can't find much online and this is starting to get irritating. Also yesterday the check engine light came on for P0340 (cam postion sensor), and the battery light comes on intermittently not sure if these are both symptoms to a larger problem (EDIT: also forgot to mention the car is now in limp mode with cruise and traction control lights flashing). The car had no dash warning lights prior to head gasket replacement, don't know if the gas issue was pre-existing. I had it towed for head gasket repair immediately after purchase.

The fuel filler issue has to do with the evap solenoid. It's probably stuck and needs replacement. The cam position issue is separate.

Do I have to drop the tank to do that job? I was under the car yesterday and didn't seem like theres too much accessibility to any tubes or lines going to the fuel tank

The vent valve may be bad.
