CHP program catches owners who fail to register vehicles

The California Highway Patrol said Thursday that its program to catch people who fail to register their vehicles in-state had its most successful year in 2008, bringing $1 million.

The CHP's "CHEATERS" (Californians Help Eliminate All The Evasive Registration Scofflaws) program has helped return more than $4 million to the state since the program's inception five years ago, the CHP said in a news release.

"Every year, the state loses millions of dollars in revenue from California residents who unlawfully register their vehicles in other states or countries," said CHP Commissioner Joe Farrow

State law requires an owner to register their vehicle within 20 days of accepting employment or establishing residency in California. Failure to comply with the law will result in penalties.

Anyone who spots an out-of-state license plate can report it anonymously to the CHP's website (www.chp.ca.gov). The following information is needed:

-The state that issued the plate.

-License plate number.

-Date and time observed.

-Where it was observed.

-Make, model and color of vehicle.

-Any additional comments (decals, license plate frames, bumper stickers, for example).

Once the information is submitted, it is automatically fed into the "CHEATERS" database. If there is enough information to prove that the owner or driver of the vehicle is a California resident, a compliance letter will be sent requiring the owner to properly register their vehicle, the release states.

"These violators are in California using our services, but not paying their fair share of the costs," Farrow said.

all i can say is Cali expects us to RAT each other out. I personnally dont keep a pen and paper ready when i drive.. let alone have time to see other peoples license plate unless you got one of thoughs funny i spell weird S*IT out plates.

Yeah military is exemp from this im from chicago station here ive been pull over before but never received a ticket for such a thing i gave Illinois plates

i don't see why this is bad whatsoever. it's not violating anyone's rights, but rather, catching cheaters.

only idiots don't gear up when they ride. yes it's a personal choice, but i don't need to see carnage on the roadway when it could be prevented.

I find it disturbing how the general public is increasingly comfortable anonymously spying and/or reporting others in their community for minor infractions they may feel they are committing. .....and then these folks (innocent or not) are added to a database (incld. a background check or whatever they decide to do with the info)??? Keeping your family/neighborhood safe by reporting crimes is one thing, but if you don't see what road this takes us down........

Are you high? I want to be registered outta the damn state so that I can run without a damn front plate... Its not catching cheaters its bothering people, more specifically people who are already registered out of the state and then dont want to "double up" on registration dues.... think about it.
(And yes I fully agree with you on the helmet laws)

....if you are a resident using California roads, services, etc., it's only fair that you pay into the system as everyone else does. Otherwise you're just living off the backs of others. ....think about it.

....and just to clarify, my beef earlier was with the "1984" tactics (not with the actual enforcement of the law).

Like everyone else said, If CA was smart about things like Window tint, mods, front plates... I wouldnt mind paying for it. My car is registered in CA currently. But after my trip up to S3 where I got picked out of a line of 25 subies and got pulled over... Ticketed for "modded exhaust", no front plate, and window tint... (not sure if my Borla XR1) - but Everything else is 100% legal in AZ ... so I am going to be "staying" with my parents and getting registered in AZ from now on. I work for the state and my position is being eliminated because of all the wasteful state spending and budget cuts even though we pay more taxes on everything than everywhere else. It has been fun having CA plates but I am tired of all this profiling and BS... LEGAL WINDOW TINT AND NO FRONT PLATE ... FTW.
