Default 02 WRX cabin air blower lowers speed under load - please help

Hello all,

First hope everyone is safe and sound with COVID-19 out.

I was hoping to get some help. I have been chasing this issue for a while. I have replaced with new parts :
- blower motor and assembly
- blower motor resistor
- relays
- cabin temp control module ( original broke so had to replace - it has all 3 dials made into one unit )

Im not sure if its my alternator , but that is a fairly new reman from local sub dealer.

What happens is all is well and air is blowing nice and fast and strong. Then I accelerate or press on breaks and the speed / strength of the fan slows down. Then after a few seconds will come back up to normal again ( after the load levels out on the car ) . It really did it a lot on the way home today. With summer here I need it to work correctly.

Any ideas or testing I can perform to get it to stop slowing on its own ? Im all out of ideas on where to look / what to do. All the connections look good - nothing burnt or melted.

Please help
