Default Hood closes, but still floats

This has been an issue for the past few years, but I finally have the time to address it.

Driving down the highway you can see my hood fluttering around. It is on the 2nd catch, not just the safety catch, the catch you need to pull the hood release for it to...release. Fully engaged i can still grab the hood and move it.

things i've tried:
-moved the rubber stoppers around. I can get it to the point where i'm not able to move it once latched, but the stoppers are so far up theres a huge gap between the hood and the headlights.
-the hood latch mechanism is set at its lowest point. raising it up obviously makes the issue worse.
-the back of the hood near the windsheild wipers is sitting below the fender line on both sides.
-car was backed into years ago that left a small crease on the hood.

Im thinking of dremmeling out the mounting holes on the hood release, but i figured i'd ask here before that.

Are the only adjustment points on the hood the rubber stoppers and the latch mechanism?

I've noticed on GD body cars the front end sags with time.. 06-07 seems to be the worst. The gap under the hood isn't the hood sitting too high, it's the cosmetic front end sagging too low. On my car I set the hood with the sides flush with the fenders. The rubber spacers were turned up surprising high. Then found ways to get the sag out of the front end. Took a good bit of fiddling and some creativity under the bumper. I also used the GD undertray mount kit as a brace and fabbed a piece to push the front end forward and up. Took a good bit of work, but now the hood gap is closed and the front end is in factor location.

Sounds like a lot of work!

Would that address what I"m talking about? If anything I need to pull the hood lower. I'm less concerned with the alignment at the windsheild wipers, i'm more concerned with the hood floating around while driving.

I'm just browsing around the forums since I haven't been here in a while. I found this fairly recent post and thought it was pretty relevant because I've noticed my 06 hood floating a lot over the years.

Glad I'm not crazy!
