Default no ground at ac relay

having some of the same issues as Troll 2007 impreza outback did a 5 speed swap from a 06 that has non auto heater controls and used a donor car with complete wiring harness under dash and ecm now trying to get ac working and has no ground at relay.
Things I've tried jumper 10-11 @ relay compressor comes on pin 9 has 12v and no ground on pin 7
pulled ecm pin 9 has 13v off or on and pin 24 0 off and .8 volts on . didn't change under hood relay box during swap is there a wiring issue there not sure where to go from here
