Default rust repair panels

ive got a 2002 wrx and has typical rear quarter panel rust. in looking for repair panels. do you offer them for purchase?

I have an 08 forester in WRB that has slight bubbling on the driver rear quarter panel, any idea on where to get replacement parts to weld in for that?

I have never blended paint exceptionally well before, I plan on having a gradual feathering of the paint when I sand so it is hard to tell where the jump is. Would it be beneficial to do some high grit wetsanding after the color is shot, and before the clear? to help smooth out the transition?
