Default 06 Forester, "motorboat" noise in cabin

This morning, coldest day of the year, so far, started up and was presented with a "flapping" or "motor boat" sound. Or "stick in the bicycle spokes" sound.

06, manual trans, auto HVAC system.

It is not engine speed or fan speed related and is quite loud. Seems to be coming from center console area if I stick my head in the passenger wheel well. From the engine compartment, it comes through the firewall bulkhead from that same area.

What could it be? Told him to drive it as it does not seem to be a problem right now.

I can add this noise is present with the key in "run" position and engine not running, but not in the "accessory" position.

The noise is "faster" once the engine is running (higher voltage) but does not vary noticeably with engine speed. The fan speed and vent controls all seem to work properly and do not change the frequency of the "beats".

I can feel thumps "in time" with the noise when touching the blower motor assembly behind the glove box area.

Clearly it is something "electrical" but no clue.

That is quite absurd. Here in Canada my blower motor tends to make unpleasant noises on cold days, but it sounds like you have ruled that out as a possibility. I was gonna say the vent changer motor but if your vent changer is working, then not likely that would be it either. Maybe a fan or something the back of the stereo head unit? I don't know about the stock unit, but I've had a few aftermarket head units with fans and such on the back.
