Default AVCS question

I have a 1994 GF wagon that I popped a 2003 JDM EJ205 into. I just finished pinning in the AVCS. I have a PDF of the pin placement I will upload when I get home. The ECU is a 5Z/22611AH74 out of what I was told is a 2003 JDM WRX with TGV’s. It’s a constant work in progress as it’s just the car I pop around town in. Many a bad drunken idea have been thrown it’s way because I got it for 200$ and had the motor laying around. The car runs well in all load ranges and all parameters check out after some major rookie road tuning with the tablet.

I was hoping one of the intelligent folks on here could tell me real quick what key on voltage I should be seeing on the OCV’s. I have data from the sensor PID that I know is correct, but all four pins on the OCVs read 0 voltage. I assume they are switched to ground. Is there a sensor power feed Ive left out because I’m dumb? I just have the 4 OCV wires to their respective ECU pins on the “C” plug and the shield and that’s it. My NPS operates correctly and there are no CEL’s on the docket- I’d assume if it was a logic thing there’d still be voltage on one leg of the valve.

The OCV current L/R reads 64/96 intermittently and the Duty cycle pegs at 9.41% at all times L/R. I’m sure those numbers say more than my understanding of the system is aware. But no solenoid voltage. I’m open to any ideas or even a nice internet bashing; I always enjoy one.

the voltage changes once the wheels are turning, i know this because i had my grounds swapped on my harness for a few months, where AVCS would work if my road speed was 0, but once in motion, AVCS would report weird values and not move linearly.

The oil control valve should have 12v when key is on and the ground side is pulsed when it wants to adjust timing
