Default One Radiator Fan Immediately Shuts Off - Car Getting Hot

(Sorry for the video cutting off after the fan stops, but please note that the other, passenger side fan keeps running as normal).

So I have a 96 Impreza with an 03 WRX engine and ecu.

I believe that currently the radiator and fan setup are out of an GC 2.5RS, but it was so long ago that I can't recall anymore.

The car never had any overheating problems until the last few years, and I haven't really been driving it during that time.

I was finding that it would start to creep up a little at red lights or in slow traffic, but never any problems at all while moving.

Now that I'm really trying to solve it, I'm finding that at 96C/about 204F the fans kick on (I believe this is the appropriate temp), but one of them (the smaller, driver side fan) turns on for like a second or two, and immediately shuts down. I'm under the impression that both should be running.

My car has the AC deleted, but it makes no difference if the AC button is on and blowing or not.

I tried swapping relays and fuses around, and it behaved the same each time.

I'm wondering if this seems like a dead or dying motor? I'm not sure what to make of it, since it runs for a moment. Or could it be a wiring thing?

I think the ECU controls the fan operation by making a ground connection to the fan relay. You should be able to force the fan on by manually grounding that wire going to the ECU. That would prove out the fan circuit if that works okay and prove the trouble is inside the ECU.
