There is an adjustment screw behind the headlight. The adjustment should be done with care and consideration for on coming traffic. There are tools to get this adjustment correct but you may achieve a decent result if you use a wall or garage door to adjust the headlight aim. Please take consideration for oncoming traffic.

The wall or garage door should be 20' away to get good alignment

is there an "industry standard" for point of aim at 20"? 10ft maybe?

Roughly take 25ft distance to a wall, on a flat surface, and aim so the "elbow" of each headlight's low beam is pointing about 2" lower on the wall than the height of the low beam center from the ground. Here's one step by step guide: https://carfromjapan.com/article/car...rd%20direction.

If you use a projector low beam, the "elbow" is that first bend from the lower side (left in this case) to the higher side:

Note that with both low beams on the vehicle, it will look a bit fuzzy because of the overlapping patterns of both (left & right) low beams. You can cover one headlight at a time with cardboard to make it clearer. See an example of the overlap here, especially when the wall is close:

If you have freeform reflectors, like the OE bugeye headlights (with dual filament for low + high beams), then the "elbow" may be a bit difficult to discern. Covering one headlight at a time will help more than in the projector case imho. Here's one using the OE bugeye's low beams. You can almost spot the two elbows; the one on the right side is just a little to the right of that vertical beam on the wall painted white.

Do they all have this adjuster? Anyone know how to adjust on the 2009 Legacy?

There should be. From used parts classifieds (like this one below), that grey round metal part with hex screw head below and between the high and low beam bulb service openings seem to be the pitch adjuster.
