Default NY teen indicted in fatal car crash...2nd drug/alcohol accident in 6 weeks

WHITE PLAINS — A Bedford teenager who was the driver in two recent serious accidents linked to drugs or alcohol — the first one fatal — has been indicted by a Westchester County grand jury.

Ralph Tarchine, 18, was charged with second-degree vehicular manslaughter and criminally negligent homicide in the Dec. 10 accident on Route 22 that killed a passenger, Michael Plunkett. The 17-year-old victim grew up in Bedford and he and Tarchine had remained friends after he moved to Ridgefield, Conn., before the school year.

Six weeks later, while that accident was still under investigation, Tarchine smashed his parents' Saab convertible into a utility pole and tree on Hopp Ground Lane. He and a friend were ejected. Tarchine, whose legs were crushed, was charged with driving while intoxicated and spent more than a month in the hospital.

The indictment was announced yesterday by the District Attorney's Office. In addition to the homicide counts, Tarchine is charged with second-degree assault and second-degree vehicular assault, both felonies, and driving while ability impaired by drugs and driving while intoxicated, both misdemeanors.

Neither Tarchine nor his parents could be reached for comment yesterday. His lawyer, Kevin Kitson, did not return phone calls.

Prosecutors were aware of toxicology test results from the first crash two days before the second accident — but had not yet received the written report they were waiting for to charge Tarchine.

The results showed marijuana and other illegal drugs in his system at the time of the fatal crash.

Tarchine was charged in Plunkett's death a week later.

Tarchine's license to drive was suspended by a Mount Pleasant judge after the second accident because his blood-alcohol content was above the 0.08 percent standard for driving while intoxicated.

But many questioned why he was still driving after the first crash, when preliminary toxicology tests indicated there were drugs in his system.

The case spurred calls for legislation that would allow authorities to suspend drivers' licenses following crashes if preliminary chemical screening showed the presence of drugs.

Tarchine is free on $50,000 bail. His arraignment is scheduled for Tuesday in Westchester County Court. He faces up to seven years in state prison if convicted of vehicular manslaughter.

No wonder Westchester is filled with troubled kids...they have troubled parents around them like yourselves. =)

oh and p.s it saddens me to see how each and everyone of you could have been put in this situation during the many times that you probably drank, did drugs etc.

Agreed, and that verl1 guy too. How many times have I driven while intoxicated? none. Driven after a couple after several hours? Once or twice. Driven while under the influence of any sort of drugs, illegal or otherwise? Never (non-drowsy cold meds and chemotherapy excepting, which of course don't really affect your motor skills). To imply that everyone does it is to suggest that he in fact has done it and doesn't want to feel like people would treat him in a similar fashion. Screw them both. For every pansy ass who says "you can't judge me", I say "I already have." :monkey:

I was a freshman in Colgate when that happened, it was insane. A drunk ass frat boy was racing in his daddy's Range Rover and killed 4 younger students. It was disgusting, he got a little slap on the wrists. God that school was packed to the brim with ass holes.

I know it exists, but i would say Colgate is slightlymore famous for it's teefpaste.

It was a beautiful campus at least, on the side of a mountain...in the middle of Nowhere upstate new york, stone buildings...really purty when it snowed.
