Fairly normal for low load/idle on the exhaust side. I see it used more when VTA is not allowed and the AOS or catch can being used is garbage. 10+ years ago it was more common, but not nearly as much anymore. We know more now than we did then

Probably best solution here would be to have mechanical pump, and mount it in tranny bay area, and drive it from crank shaft rotation.

Exhaust scavenging works. How well is debatable, but proper plumbing and execution make all the difference. The one-way valves the cheapo kits come with are trash and easily replaced with much higher flowing valves with very low vacuum required for opening. I have no reversion issues with 272 cams. Certainly better than VTA, and when used as a part of a system that employs a vacuum pump, and condenser/oil separator it works great. I did it simply because I was sick of smelling my crank case after a hard pull (beats a draft tube/VTA). I had no expectation of pulling any measurable vacuum, just wanted to keep vapor moving while the pump was not engaged.

There's more parasitic loss than upside. Why opposed to using the turbo inlet as a vacuum source?
