Default power steering pump wines when am over 2k rpms

ok this is really annoying me now, i have a 08 WRX, has a STI pump on it, i replaced my pump because my factory pump was leaking, so i replaced it, replaced the hoses expcet the high pressure hose. put ti back together, started the car and let he pup blead the air out and cycled the steering until it stopped winning. the steering feels ok, but when i start to drive my car the pump is making the winning noice when i am above 2k in rpms, i have repalced the o rigngs a few times,

i just bought another pump and going to put it in to see if that takes care of the issues i am having. i really don't like the winning sound, i'm almost ready to put my old pump back in as it didn't didn't do it.

if anyone has any idea's i would love to hear them, i'm thinking of replacing the high pressure hose, i replaced the double ccopper washer that goes on the bolt. i also put proper hose clamps on the new hoses.

while i am driving the steering is actually a little more sensative than it was before i repalced the pump, and when i come to a stop it feels like i don't have power steering.

i'm still driving the car as my alternative vehicle gets half the milage my wrx gets. the winning is loud and can easily hear it over my cat back exhaust.

one again i am open to any comments and recomendations you guys migth have. i have other parts i want to put on my car but need to get this taken care of before i open aother can of worms.

yeah i hope installing a new pump will fix it as why i ordered a new one again. i'll sent the other one back saying it was bad. my father and i installed it twise replacing the seals each time. so we know how to remove and install it as we have done it a few times.i got the system flushed before i started this project.
