My in tank fuel lines were too small. For some reason when I was putting the hanger together I joined both pumps using a y and 3/8 submersible hose, then to a -8 bulkhead fitting and to the rest of my lines.

The 3/8 in the tank is way too small for the 2 pumps to share. I had another hanger so this time each pump got it's own 3/8 line to a -6 bulkhead fitting, then both -6 y together into a -8.
