Default Tune after custom exhaust/intake?

When I first got my 2007 2.5i Impreza I cut the muffler off pretty quickly and had some extra pipe welded up (temporarily until now). About a year later I had the downstream catalytic converter cut out and piped through.

After about 3 years, I am now about to have a 2"-3" 'muffled' tip put on and have the resonator taken off (droning doesn't bother me) to complete the full cat-back straight pipe. I also plan on putting on a Spectre 10.25"x6" air filter and thinking about cutting up the stock airbox a little bit to create extra points to secure the air intake in place as well as utilize the very small 'cold' airflow duct.

Do I need to have an ECU tune before or after I finish the exhaust work and change the air intake?

Default Cutting cat on your ride.

Isn't it illegal to drive with out it? Lol I mean it is. I think you should get it back on incase you get a ticket for it.

I still have my upstream catalytic converter, I wont be touching it at all.

I would definitely make sure it is tuned proper before and after. I had a 2008 Impreza years ago and swapped headers and catback. The cat in the headers went bad so I cleared it out, essentially straight piping the car. I didn't do a tune and inevitably blew the motor. Wouldn't hurt to make sure everything is running smooth between mods.
