Q: NYS DMV inspection limits for modified subarus
TL;DR: Will the NY DMV care what's under the hood of an 04 STi as long as the the emissions are in line with stock?
I'm planning to move to NY (upstate) this summer and am curious what can and can't be done to my STi. I'm familiar with the standard inspection items like brakes, lights, wipers and such but I've been out of NY for ~20 years. I have a built engine that I'm hoping to put into the car before the move. When I lived in Seattle, the engine/exhaust combo satisfied Washington inspection and smog but it doesn't pass the muster with California's "visual inspection" which requires a certificate for every item modified between the intake and the cat. NY is not CA, they don't look for certifications. However they are supposed to do a visual inspection for emissions-related items to make sure nothing is missing, damaged or tampered with. The thoroughness of this inspection can vary between stations and also may depend on how familiar they are with a particular vehicle. In this regard you might be better off upstate than downstate, your best bet might be to develop a relationship with a small local place and do your inspections there.
Otherwise it has to pass an OBDII scan with the monitors set and no codes. |

If all emissions are at ready you should be good to go. Never heard of anyone failing a visual.

I've known one instance of failing a visual. Aftermarket catless downpipe, and the guy at a pep boys wouldn't pass it. The OBD II scan requires no CEL's and all readiness monitors clear. Pending your tune and ECU settings this is usually a non issue. Also be aware there are select counties in NY that have additional requirements. Google the NY vehicle and traffic law and search the dmv website and I'm sure you can find the precise list of exactly what 'the book' requires. Your local shop may or may not be strict about said requirements.
