Instructions for Requesting a DMV Refund
If your registration expires in October 2003 or after, you should include the California Department of Motor Vehicles' official refund form with your car registration. This will put you on record with the DMV as considering Governor Davis' car tax increase illegal, and let them know that you will be expecting a refund once the tax is overturned.

1. Click Here to download the refund form. You will need the free Adobe Acrobat Reader, which you can download by Clicking Here.

2. Be sure to click “other” in box 11 and insert, "Tripling the Car Tax is illegal. Pursuant to the lawsuit (case# HJTA v. DMV, Sac Co. Superior Ct. No. 3ASO3665) to overturn this tax, I am hereby requesting a refund."

3. Mail the completed form with your vehicle registration renewal fee if your registration expires in October 2003 or after.

4. Make a copy of the refund form, your check and DMV bill, and save them for your records.

Don’t be discouraged if your refund is immediately denied, as it will likely take a year or more to overturn the tax. But by submitting your claim, and keeping a record of your overpayment, you will be establishing your claim for a refund!
